Commonhold Leasehold Reform Bill
In the Queen’s speech the government promised the reintroduction of the draft Commonhold and Leasehold Reform Bill. The bill creates a new commonhold tenure which will make it possible to own a flat outright. Current legislation allows freeholds to be bought only with the backing of two thirds of the leaseholders in a block. Copies of the draft bill and a consultation document are available on www.housing.detr.gov.uk.

"Right to life" test case
The President of the High Court's Family Division has ruled that the Human Rights Act does not prevent doctors from withdrawing artificial feeding from patients in a permanent vegetative state. The judge held that the withdrawal of artificial feeding does not amount to an intentional deprivation of life infringing the right to life guarantee under the European Convention on Human Rights.
Snooping Rights for Employers
New regulations giving employers power to monitor their workers' e-mails are now in force. Under the regulations employers have the right to monitor phone calls, e-mails and internet activity without consent. Opponents claim that the DTI regulations contravene the Human Rights Act and the right to personal privacy. The regulations could face a legal challenge led by trade unions.
